Fragmentation and polarization in the Spanish Parliament (2015-‍2019)

Abstract

The object of this article is to study to what extent the imperfect bipartidism which characterized the Spanish parliamentary system since the transition to democracy has changed to a new parliamentary scenario of fragmentation and polarization. With that aim, parliamentary fragmentation and polarization in the Cortes Generales are measured applying a number of existing criteria in the literature that have been here modified in order to focus on the central role played by parliamentary groups in the Spanish Parliamentary System. The conclusion is reached that fear of parliamentary polarized fragmentation which influenced the drafters of the Constitution of 1978 and the Standing Orders of the Parliament passed shortly after, did not really materialized until the 11th term of the Cortes Generales, almost forty years later than expected.
