Choral leadership in the economic policy of the first Government of Felipe González (1982-‍1986)

Abstract

The article deals the economic leadership in the first presidential term of Felipe González (1982-‍1986). He served as a charismatic and innovative leader among an economic team of young ministers, with an elitist and technical profile, as well as with extensive university training. The ministers and the socialist president led deep reforms of liberalization and modernization of the national economy to address the economic and industrial crisis. Some of these reforms are analyzed through historical and biographical methods, considering the perspectives and autobiographic stories of the economic responsible of the first government of González. It is shown that the economic reforms were carried out under a team and choral leadership between the president and his economic ministers, especially Joaquín Almunia, Miguel Boyer and Carlos Solchaga. Both the President and the aforementioned ministers were guided by a pragmatic character and avoided classical socialism. This implied addressing economic problems that remained pending in the Transition, and also failing to fulfill various electoral promises of the PSOE in the general elections of 1982.
