Abstract

The relationship between centralization and decentralization of power in Venezuela has been extensively studied. But, Why it is necessary to study this issue again in Venezuela between 1999-‍2015?, Why the ruling elite of that period manipulated the territorial distribution of political power? The objective of this article is to answer these two questions from the perspective of interpretivism, in order to understand the motivations, means and actions carried out during the process of recentralization of power, and its political context. In general, the results show that the particularities of this new stage of concentration of power are the motivations and the means used. They are substantially different from the past because they have allowed the ruling elite to implement a system of authoritarian political domination that dangerously brings the Venezuelan State closer to the boundaries of totalitarianism.
