Abstract

This paper explores the system of intergovernmental relations in Spain, with an emphasis on the institutions that channel the principle of collaboration, paying special attention to the Conferences and evaluating their role as a safeguard in the autonomous state. Additionally, an assessment of bilateral cooperation institutions is conducted, with the aim of contrasting them with multilateral-sectoral techniques. The study also includes some reflections on the lack of institutional horizontality, highlighting the need to foster greater horizontal cooperation to improve the effectiveness of the intergovernmental system. The causes of the prevailing verticality are analyzed, and a review of current practices is proposed to promote a more balanced and dynamic collaboration among different levels of government.
