Can the European Union improve intergovernmental relations in the Spanish State of Autonomies?

Abstract

The European Union is a key factor and stakeholder in the development of intergovernmental relations in the State of Autonomies. This article analyses the way in which the European Union may potentially transform these relations, an area widely acknowledged to have deficiencies in the State of Autonomies. On the one hand, it shows how the process of EU integration can improve intergovernmental relations. The participation of autonomous communities in the EU has been a testing ground which has created dynamics that have remedied some of the major deficiencies in these relations, but not all of them. On the other hand, the fact that these deficiencies are not only a domestic issue, but have also reached the EU level, in the context of economic governance and with the Recovery and Resilience Facility, shows another aspect of how the integration process can potentially transform Spanish intergovernmental relations. Proposals presented by Spain for strengthening interterritorial cooperation —which the EU has viewed positively— do not improve the major deficiencies in intergovernmental relations in the State of Autonomies but may instead worsen them with the risk of consolidating these instruments as a means of centralisation.
