Political entrepreneurship: Actors, strategies and motivations

Abstract

Political entrepreneurship represents a transformative process of public policy that seeks to create social value and improve collective well-being through innovation and the implementation of creative solutions in public management. Political entrepreneurs, who can be government officials, political leaders, non-governmental actors, or experts, are characterized by their social acuity, leadership capacity, experience in relevant areas, and willingness to take risks. They employ strategies such as leveraging windows of opportunity, framing problems and solutions, and building coalitions. Their motivations range from social impact to personal and ideological benefit. These findings result from a systematic literature review that analyzed 274 academic articles, selected from an initial corpus of 1312 publications indexed in Scopus. The analysis combined bibliometric techniques with natural language processing tools to identify key patterns, trends, and debates in the literature on political entrepreneurship.
