Continuity and disruption in the Basque political Statute

Abstract

The path of integration of Basque self-government has found a new strategic approach, based on the formula of the constitutional convention that aims not only to reinterpret the territorial model but also to deepen self-government. Purpose pursued by the Self-Government Conference established in 2014 and whose work has resulted in an agreement on the principles and bases of the process; prior step to the realization of the articulated proposals that seek a new political institutionalization. This article seeks to identify the continuity and disruptive elements of the proposal for a new Basque Political statute that does not now close itself to exploring new legal mechanisms (mutation or revision) that have been suggested by constitutional doctrine or jurisprudence. Assuming the risks of vetoing a proposal that wishes to be broadened by its base.
