From offense to emulation. Analysis of the driving effect in the transfer of powers to the autonomous communities

Abstract

In decentralization processes, the constituent units have differentiated roles and, in the Spanish case, the role of the different constituent units in the current system of territorial distribution of power is not homogeneous. This research addresses the processes of devolution in Spain by analyzing the 1956 decrees approved by the Spanish Parliament between 1978 and 2020, and the 1846 subjects included in them. The results show that Catalonia and the Basque Country play a driving role in the decentralization process that later extends to the rest of the Autonomous Communities. In addition, the data reveals that this leadership has lasted over time, since both communities were the first to have their autonomy recognized, up to the present.
