Measuring the accountability of government performance: An analysis of the Autonomous Communities

Abstract

Accountability has been included in the agenda of several public administrations that are driving many initiatives to explain and to justify to citizens government activities beyond traditional accountability mechanisms like elections. In this article, the concept of accountability is reviewed and a methodology for its analysis is suggested, particularly applicable to government compromises accountability. Using this methodology, a comparative analysis of Autonomous Communities is done. The results obtained show that accountability has a limited role in the Autonomous Governments’ agenda, that there are significant variations among Autonomous Communities and that the weight of the three dimensions that form the accountability index is different in the different initiatives driven.
