Abstract

This work aims to propose an analysis model that allows an approximation to the public policy frameworks for cities from different territorial areas. For this, the New Urban Agenda promoted by United Nations, a reference document for Latin America and the Caribbean, and the Urban Agenda for the European Union are taken as cases of analysis. Based on the application of a comparison method, this work shows that despite conforming to a common reference framework model, the content of both agendas is modulated according to the nature of the territory to which they are oriented.
