Abstract

This paper’s main objective is trying to improve the spanish electoral system. It aims to make a constructive review taking as a reference the Constitution and as assessment items the technical, economical and human resources, the historical and comparative experience, the voters’ combination of circumstances, and also the soundness and operational capacity of other options. Therefore, a four-staged analysis is performed: first of all, constitucional voting regime is highlighted; secondly, lawmaker’s main decisions are revised; then, the study looks for deficiencies of current legislation; and, finally, it attempts to make proposals of legal reform.
