Abstract

The proper understanding of budgetary stability clause, incorporated into our Constitution with great abruptness during the summer of 2011, with all the policy implications which has brought, requires a broader frame, comprenhending the issue in a comparative perspective. That is exactly what is intended in this study: offering a critical analysis of the German constitutional reform, which was the model for our own, and the complex process of incorporating this so-called «golden rule» in the Italian and French constitutional systems.
