Pluri-nationality and regional autonomy. Comments to initiate a debate about the new draft Constitution in Bolivia.

Abstract

The demands of plurinational State and departmental autonomy had been one of the most important and challenging issues which has had to confront the Constituent AAssembly of Bolivia on the elaboration of the Constitution project approved last December 9, 2007, which will go through constitutional referendum, if there aren’t changes, on December 7, 2008. T his article examines the treatment, that the text of the approved project, it gives to these two key aspects, pointing out the innovations that presents, especially in the constitutional recognition of the plurinationality of the State, but also the problems and deficiencies in referring to the autonomy regime set for the departments and regions and the territorial distribution system of public resources.
