Abstract

The delimitation of the powers of the transitional government has a great constitutional relevance. It is a typical institution in parliamentary forms of government in circumstances of political crisis. It finds its foundation in the principle of responsibility of the institutions and in the principle of continuity of the State. The power of codecision of Spain in the institutions of the European Union requires that the criteria of urgency and guarantee of general interest that are applied at the state level also extend to the European sphere.
