Abstract

Article 73 of Contentious-Administrative Jurisdiction Act establishes that the

annulment of a general administrative provision shall not, in itself, affect the effectiveness

of firm judgments and acts. This provision limits the declaration of nullity´s

the retroactive effectiveness. This paper analyses what kind of actions deserve the

qualification of firm administrative acts, what is protected by this quality and what

is the legal regime to which it is subject, in order to clarify how it is integrated and

related to the legal system that reappears after the declaration of nullity of the rule,

with which, ordinarily, it will be in disagreement or contradictory.
