Practice of constitutional change and citizen protagonism in the reform of Article 49 of the Spanish Constitution .

The year 2024 saw a reform of Article 49 of the Spanish Constitution, dedicated to the exercise of the rights of persons with disabilities. The new wording leaves behind outdated terms and approaches. The social progress it represents has been analyzed and highlighted, but this change also raises issues of particular importance in the field of Constitutional Law to which the doctrine has given less attention and which are addressed here.
