Abstract

In the history of public housing policies in Spain. The process for the remodelling of suburbs in Madrid is a unique experience. After several decades of absolute political neglect. the vast demand for solutions to problems arising from substandard housing shanty towns and the lack of basic neighbourhood facilities reached its peak, this coinciding with the adoption of a democratic system. These political circunstances made posible the start of this plan, enormous both in its dimensions and significance, in which the administration has encouraged the participation of those neighbourhood associations, who were the true promoters of the process. This remodelling. which began in 1979. has solved certain urban problems and provided housing for nearly 40.000 families in 30 suburbs. It is an operation rich in both varied and valuable aspects and experiences full of singular characteristics and it marks a definitive turning point in spanish housing Policies.
