Water and municipal ordinances in Chile. Local diagnosis for a scarce resource in a diverse geography

Abstract

The present article focuses in water regulation at the local scale, particularly, in the
ordinances dictated by the Municipalities in Chile. With that purpose, a systematization and analysis of
the municipal ordinances is carried out; which include dispositions or measures in water resources in
force by 2017 in three regions of the country (Antofagasta, in the north [~23°S]; Santiago Metropolitan
region, in the centre [~33°S]; and Los Ríos, in the south [~40°S]). Thus, it is evident that the geographical
and climatological differences of the studied zones are not reflected in these communal ordination
instruments. The widespread tendency is the repetition of contents between them, with a marked
preoccupation to avoid the pollution of water and its sources, but without allusions to its responsible and
sustainable use, apart from a few isolated exceptions in some communes that have innovated on this
issue.
