Urban planning and the zonning of floodable areas: It's implementation on the city of Girona

Abstract

The paper argues an overall urban planning to be a tool essential to the solving of the urban flooding problem that many of the costal strip Mediterranean cities of the Iberian Peninsula are lately suffering from. The specific zoning of areas liable to flooding is suggested as a necessary instrument within the overall urban planning for any city affected by the overflowing of rivers. To meet such a need, the paper offers a series of methods for drawing up flood risk maps, using as its model in doing so the city of Girona having analysed beforehand the nature of this city's problems as to flooding and the present state of town planning to answer this danger.
