Abstract

Taking as a starting point the published views of te engineer P. Núñez Granés, the róle played by the technical municipal civil servant in the transformation of the city of Madrid during the most important period of its devolopment is analized. The change of mentality as to technical and human progress, the "social question" as a threat or a menace, and the clash between the monarch y "Restauration" groups and the new middle class that emerged after the First World War, arc the background against which is being thrown the articulation of new urban regulations and the rise of the first modern planning instruments, the which are still open to debate. Compulsory pruchase, nationalisation, compensations, etc. , are some of the solutions proposed by the representatives of the diferents social groups in order to solve "the suburban fringe problem". This was seen to be not so much a town planning debate as one turning on an intention to create a new social order by means of setting up a new spatial order.
