Spatial Planning in the Basque Country: framework and help for the Urban Planning of the municipalities

After the approval of Law 4/1990, of May 31, on Planning of the Territory of the Basque Country in the Autonomous Community of the Basque Country, a whole process of development of the same was launched through the legally foreseen figures: Guidelines Territorial Planning, Partial Territorial Plans and Sectoral Territorial Plans. These documents offer the urban planning of the municipalities criteria related to the planning of undeveloped land, the protection of spaces of natural or agricultural interest, residential quantification, industrial quantification, flooding, or criteria related to sectoral policies for roads, railways, promotion of industrial land, among others. Such territorial planning criteria constitute a whole journey through supra-municipal matters, supposing an aid for the drafting of urban planning. The article reviews the documents and subjects worked on from the 1997 Guidelines to the 2019 Guidelines.
