Abstract

The paper sets out the major tendencies and initiative policies as to encouraging businesses, stimulating local development and strengthening local government that can be drawn from a consideration of international experience here and from certain studies as to the same made in Latin America. Thus based, the paper then argues for the bearing in mind when it comes to attempting microeconomic adjustment of the then necessary minor and flexible accommodations that territory as such will require, be these to a desired technological or administrative innovation, be these to the assessing of human resources which must bow, in each territorial case, if the policy is to be effective, to the capacities previously developed amongst the work force within the targeted area. For the author, such calls underline the need for decentralization in Latin America and this not only to better the use to which an ever greater number of resources transferred to local government are to be put and a greater efficiency in public services but also to allow these same local governing entities to assume the role within local economic development that is appropriate to them.
