Urban policy and metropolitan government within the process of european integration

Abstract

The subject of the paper is an analysis of the urban policies crisis in Western Europe that has been fuelled by the process of economic and political integration. The abolition of spatial barriers in Europe is seen to be the root cause of that rampant competition as between European cities of late. This competition is changing not only the European urban system but even the internal structuring of cities. The statistical, social, ecological, fiscal, physical and administrative grounds for traditional urban policies have been challenged. In order to deal with this crisis the paper suggests endowing the administratively fragmented European city of to-day with new ways and means of government. The new system of government proposed by the paper would then be able to undertake and carry through metropolitan projects be these strategies or works as such.
