Abstract

The paper's author summarizes from the economist's standpoint the different points of view offered during the meetings of the elect ommittée as to the central question to both town and country planning and the debates held. namely the inner substance of all law as to land-ownership. A brief summary is made of the quantitive arguments heard having a bearing on the the property market and the urbanization planning thinking behind some of the alternatives suggested by the Commitee. In so doing. the paper offers some empirical evidence as to an alternative economic grounding for land ownership and the spatial defining of ground open to building, arguing in so doing that that which justifies the Committee majority's recommendations could likewise ser ve to do the same for other possibilities.
