Abstract

The paper summarizes the differing positions voiced in the Select Commitee enquiry as to the concept and import of the right to land ownership, seeing this as one of town and country planning's central issues. This done, and in the light of the final recommendations that were offered by the Board as to this matter,the paper discovers a certain tone of leaving things as they are to these born of their springing from the planning system still in force though they do incorporate certain novel features or elements these, in their turn the product of a certain shift in the centre of gravity of this system from the individually initiating landowner/proprietor towards the administration's being responsible for the programming and carrying through of planning along with other urbanizing agents, be these the owners or not of the ground in question.
