Abstract

The central problem under study by the Select Committee is here seen to have been that excessive weight as to the final price of housing that the cost of building ground represents. Among the many urged for this, that remedy that would require a separating of land ownership rights from those granting the right to develop building property was proposed as the only viable way of coming to grips with the problem and guaranteeing that equality before law claimed by to those affected by planning activities, an equality now-a-days noteworthy for its absence thanks to the use of compulsory purchase orders and systems of value estimation that suppose property improvement to be part and parcel of land ownership thus leading to a stepping up of land price rises that at times is immense.
