The role of ratable value estimation in the town and country planning process

Abstract

The paper maintains that the functioning of any ratable value estimation system as within planning activity must never ignore as a necessary point of reference the actual value of property on the open market. To fix its ratable value through a reference to a desired land value rather than that it actually has at any one time,would be to put at risk the system of municipal, autonomic region and state contribution gathering at present in force. Be this as it may, the paper holds on the other hand that the fore-going does not in any way make impracticable a bringing into such an estimation - and as speedily as possible at that - of variables linked to the fluctuations of property market values.
