City centres on the outskirts
Abstract
The paper sees the quest for an attractive working and identifiable heart of the city for its inhabitants as a need as yet unsatisfied in many of the satellite communities of metropolitan outskirts. These would be defined by the nearness of access, be this on foot or by public transport and in effective contrast to other centring zones born of the car's culture. Such centres would enjoy environmental spacing and would assume a part in the city's overall spatial scope and offer access to its many outlying districts. The paper declares the above to be the declared intent of the 'City Accessibility and Environment' pilot scheme being carried through in Fuenlabrada where a new centre is coming into being around the station, likewise of the 'Mobility and Environmental Quality' scheme for Barcelona, both of which are examined by the paper.
