The intractability of the market and decisions as to regional planning

Abstract

The paper examines those operative complications that "the limits of the possible" impose upon any public intervention in answer to regional conflicts. The undue sway enjoyed by both market considerations and conventional economic policies as to land planning is also considered. Regional planning as a politico-administrative initiative, is held to need a proper and viable institutional parcel of power, the lack of this making it subject to the whims of the Market. The paper is sub-divided under four main headings: regional co-ordination, the creation of wealth, the maintenance of growth and the institutional structuring of regional planning.
