The PDI seen as an impediment to an acceptable level of mobility

Abstract

The paper undertakes a critical analysis of the PDI (Plan Director de Infraestructuras) and concludes that it would lead to a concentrating of both Production and Capital and that this would lead on to a further sharpening of social and regional imbalances. In the same line, the paper goes on to point up the direct and indirect negative effects of an overall puffing into effect of the said Plan, it being seen here to be, in terms of Energy, both wasteful and contaminiating. To round off, the paper sees the model proposed as being over dependant upon motorized mobility and this aspect as being at variance with the recommendations contained in the recent EEC document dealing with acceptable levels of mobility.
