The Rioja Autonomic Regional Community: Means and aims as to planning policy and legislation
Abstract
The paper begins by setting out the principal and general nature of the situation here faced as being marked by a lack of any overall model for the territory agreed to as among the various levels of administration with a say as to this, a lack of any general, subregional or sectorial guide lines for the same, a lack of any autonomic legislation as to Regional Planning, a shortage of means for either municipal or special planning and a total absence of any town planning management and control, all this and an outright refusal to accept a reciprocating "Social Function of Ownership". Notwithstanding the above, the paper then goes on to lay out the aims of its Regional policies and legislation as being, first, the drawing up of an overall regional planning model for the Community, to include general subregional and sectorial guidelines, second, the upkeep and revitalizing of existing rural townships, this coupled with a de-centralization of services, third, the putting through of autonomic level legislation (as to the governance of both rural and urban resources ) fourth, the protection of the environment and natural resources, this to be followed by the putting into effect of a Special Plan for the Protection of the Natural Environment already passed, fifth, a furthering of those policies designed to give each municipality such development planning as would answer to its needs and, finally, the making of a computer backed inventory as to town planning.
