The aims and means of planning and administrative policy in the Navarre Autonomous "Foral" Community

Abstract

Within the Navarre Foral Community and with respect to its Proper Administration, Guidelines as to Local Administration are being drawn up and County Plannig Norms are being transacted for four of the nine of these. Likewise, a Natural Resources Planning Act for the Pyrennes, Bárdenas Reales and Urbasa-Andía Uplands is going through. To round off this series of local administration legislation moves, a series of Plans and Projects for Multi-City Zones has been thought out which will have much to do with the setting up of major works. A digitalized 1:10.000 scale survey from which to categorize non-developable land has been made and contour maps drawn up upon this. The paper continues by pointing out that as to planning, the Community has a Project for a Planning Act which will develop the rulings of national Planning Legislation and re-cast that of the local "Foral" or privileged legislation now in force by adding new planning competencies to, removing controls upon and offering, through district councilling offices, advice to municipal administration thus promoting this. The development plans, at this level, are thus to be made more simple in both their contents and procedures. New formulas have also been drawn up to lighten the load of planning procedure in minor townships. These will empower a greater protection of the environment by progressively categorizing land as being not apt for building. These initiatives are here said to have been rounded out by the setting up of a land pool for specific needs, the emphasis falling here on industrial building ground, the overall spirit moving here however being a bolstering up of the planning "status quo" at every level, be it private, local or at a Foral Community Level. [N.B. "Foral" from "Fueros" makes reference to ancient and recognized privileges and exemptions, Navarre being, in times past, a kingdom in itself, thus they would be somewhat, but not entirely, like Scottish Law in its standing as to English though here the law is civil].
