Planning in the xxi century: problems that might be met and how they ought to be dealt with
Abstract
The paper is based on one given to open a Seminar on the same subject held at Perlora (Asturias) in January 1993. Various later considerations have been appended to the sane as to the planning situation and its dynamics in Spain. Its headings cover the suggestions made to ease the co-ordination of the administrative process, agreements and specific interventions as within the framework of the proper competencies of each level of this, measures to curb real estate and land speculation and thus lower the real prices of both and certain recommendations as to that necessary re-thinking both as to planning regulation and administration that membership of the Common Market have called into being. Within this framework, the paper basically argues for the following: an urging for inter-administrative co-ordination; a drive to inform as to the planning norms governing the matter both in its theory and practice, a backing of the process of building up Municipal Land Patrimonies so these might be used to moderate the market, an opening of this market to greater public intervention, a bringing together of infrastructure, land and housing policies at all public administration levels, this to make patent the advantages to all of a firm resolve as between all administrative levels to work together that this might serve as a guiding exarnple as to how land and real estate prices might be kept within such limits as are in Europe considered to be acceptable.
