A POLICY AIMED AT REGAINING THE CITY'S HEART: SAN SEBASTIAN AS A CASE IN POINT
Abstract
In countries such as U. K., Germany, Holland and France there has been an effort form the 70s onwards to better living conditions in the city. Within this, the drive to cut down upon the use of motor vehicles in the city centre, thus protecting the pedestrian and encouraging the use of public transport has been of great importance. These tendancies came late to Spain and the paper holds that they have still not been truly taken up by either the technicians nor the politicians who have the handling of such matters. The paper offers a methodology on which a new kind of policy for the recuperation of city centres might well be based and maintains that this would not necessarily entail any great public spending. The paper likewise details the case of San Sebastian as to this question and goes into the specific instance of its Living and Moving Plan for the city centre.
