HIGHWAYS WITHIN THE CITY

Abstract

The conflict as between highways and town planning or, more bluntly, of the city seen as an obstacle to the road network, has made the call for a joint projet for those parts of the latter running through built up areas imperative and this would require a taking into account of the proper character of each city as itself were it to prove effective. The paper, having introduced the problem, makes reference to the long standing «Instrucciones de Carreteras-Regulation of Highway's» having been supplemented by the M.O.P's (Ministry of Public Work's) «Recomendaciones para el Planeamiento y Proyecto de Carreteras en Areas Urbanas-Recomendations as to the Planning and Putting into Effect of Highways in Built-Up Areas». The way in which the basic problems of a highway-City confrontation are met under various headings: Impact, Access, Structuring Possibilities of Road, is gone into.
