Abstract

The paper goes over some of the conflicts met as between city and sectorial plannig, these here being centred especially on such arising from legal and highway differences of viewpoint. The paper argues that on those points where highway legislation should have held the whip hand it has not done so in fact. Using examples culled from the cities of Castille and Leon it points up the inadequate collaboration had as between the various administrations in these matters competent and underscores the need to improve upon existing traffic studies especially at their earlier stages of planning and in the modifying of these. After running through various possibilities for the intergration of plannings, the paper ends by expressing the belief that things are on the mend in the field of co-ordination.
