Abstract

The paper views the North American water and residual waters network set-up from three points of view: that of the central and municipal governments; that of the private sector and that of the users. The technical and administrative capacities of cach of these and the changes undergone by their strategies are here laid out and given a solid well-documented backing up. The study of the inability of the city halls to meet new demand situations and the consumers attitude as to the information he is given along with the developments in the strategies of the private concerns are those headings that the paper could claim as its most original contributions to the considering of this subject.
