Montivideo: towards a particularized planning

Abstract

The colonial city, the city by law, the planned city, these three forebears of Montivideo's city growth are faced by the city as a fact i. e. that which flourishes though dispossessed between the freeways of the central zones or rages through the slums and shanty townships of the outskirts, not forgetting that which has been shattered both socially and enviromentally by the «liberal» policies of military juntas in their illberalism. Any developments in planning, the paper maintains, must pass, perforce, through that filter which is the need for a particularized vision of each problem within its own terms, this as to the zones to be dealt with, the means that such a dealing with them would call for.
