Avellaneda's urban structural plan. A planification experience at local level

Abstract

This article explains the fundamental concepts of urban policy applied in Avellaneda City (Province of Buenos Aires) since 1983 and the general contents of the proposed Urban Structural Plan. This report also analyses the politic, social and physic-spacial conditions from the completed experiences since the restoratien of democracy and the planification answers that the Municipality put into effect. The principle idea is: that city planning and management are continuing processes in which all are affected and thus the whole must be by consent as between governos and those governed.
