Abstract

The paper deals with the City of Buenos Aires from a historical, national and regional viewpoint and takes into account considerations political, social, economic and institutional as well as its geophysical considerations. An analysis is made of the experience of metropolitan administration at a local level. After a defining of the city's physical characteristics, a chronological account is given of the systematizing norms that have governed its division into administrative districts and constituencies (wards), emphasis being laid on the planning begun in 1958, the passing of the Directing Scheme in 1962 and the Planning code that went through in 1977. Planning efperience subsequent to these measures is also outlined and the conceptual basis on which it has been undertaken is alluded to.
