On the handling of metropolitan areas. A technical talk-in held in Buenos Aires, September, 1990
Abstract
The lack of official channels, weak funding, an all but non-existant definition of land usage allocation and the fact that this latter is intimately tied in with the nation's particular mode of development, these among other considerations of weight are here described as having motivated the holding of an open discussion on the handling of Metropolitan Areas. Held in Buenos Aires, its major headings for discussion found structure in the findings drawn from a previously undertaken study of five iberamerican conglomerations. The gathering hoped to encourage a laying bare of the inherant problematics underlying any such handling or management and from these to develop such intervention strategies as it might. Above all, a swopping and pooling of experiencies in this field was sought after. This talk-in or open discussion was backed by the Latin-American Centre for Development Administration (CLAD), the Spanish Institute for Public Administration, was hosted by the Argentinian Institute for Public Administration and the Buenos Aires City Council.
