Abstract

After a first stage (2001-2003) of the “tourist moratiorium” of the Canary Islands (Spain), the second stage (2003-present) was developed on the bases of the Tourism Management Guidelines. The main objective of this paper is to identify the factors that explain the life cycle of this territorial tourism planning instrument. It has been made a timeline analysis of the process of formulation and approval of these Directives, as long as it has occurred a sequential generation-regeneration-degeneration process to the extent that they have practically disappeared from the political agenda. This fact highlights the importance of the leadership, authority and willingness of some political representatives in the process of design and wording of tourism policies, as well as in the advances and retreats in their approval and implementation.
