The General Urban Ordination Plan for Las Palmas

Abstract

The «Plan General de Ordenación Urbana de Las Palmas», at present going through approval procedure, revises the previous planning dating from 1962; this revision process has remained in a lethargic state for more than 20 years, due to an apparent lack of political will to undertake it. In point of fact, the present «Plan General» has taken nearly six years to reach its state of «initial» approval, this being due, almost exclusivily, to political problems. The «PGOU» of Las Palmas has a marked restructuring character, and is marked by a rather restricted growth-hypothesis, given that the problems related to the solution of the deficits accumulated during this long period are more important than the ones related to its growth. On the other hand the Plan has a markedly conjunctural and dynamic character (the possible city within 8 years) vis a vis possible conceptions of the image of the future city.
