Abstract

The article tries to set out all the present contradictions that go against the drawing up of a coherent scheduling policy for our historical city centres. Having established that the definition of such centres in these terms is not a mecrly burocratic problem nor is it open to a general ruling but rather a matter of cultural definition that can only be undertaken in the light of each case, the writer points out that the present legal framework is riddled with contradictions of such importance as to make them unusable and unacceptable when compared to those of other countries. In this general line, the problems that have arisen as between town councils and the Ministry of Arts are underlined as are those conflicts of precedence and competencies that are created by the powers of different administrative bodies. The paper ends with a call for drawing regional goverment into a unification process to the end of safeguarding that heritage that their historical city centres represent for the Canary islands.
