A new land policy for 1992
Abstract
The great 1992 urban projects drawn up for Barcelona, Sevilla and Madrid offer the opportunity for a new land policy. In recent years land shortage for economical dwellings has increased the emigration of low income families to the outskirts of metropolitan areas. A new policy in the management of public land could solve this problem. This new policy would create "banks of public land" to let in leasehold for the construction of economical dwellings. These banks would be administered by Regional or Local public bodies. Also some tax measures could be taken, such as the transfer to councils of the yields of income tax on buildings. Otherwise, the great public investment in these cities for 1992 will not help to solve the land question.

With the aim of promoting the dissemination of knowledge, CyTET joins the Open Journal Access (OA) movement and delivers all of its content to various national and international indexes, repositories and databases under this protocol; therefore, the submission of a work to be published in the journal presupposes the explicit acceptance by the author of this distribution method.
Authors are encouraged to reproduce and host their work published in CyTET in institutional repositories, web pages, etc. with the intention of contributing to the improvement of the transfer of knowledge and the citation of said works.
