The chaneling of the River Segre at Seu de Urgell: a public works experience without expropiation
Abstract
This paper explains the project for chaneling fo the Segre River in order to protect its banks against floods. First there is a description of the historical background behind this initiative and the effects of floods in the area, special emphasis being given to in the last of november 1982. The central idea of the article turns on the way in which 30 Ha of land which are necesary for the construction of the project could be obtained without having to resort to an expropiation. Finally there is a description of some colateral consequences of the project such as the changing of municipal boundries, the plan for a new urban park with sports and recreational facilities, and the relating of the project with the city of La Seu d'Urgell and its surroundings.
