The chilean housing problem 1964-1984
Abstract
In this article, an attempt is made to point out the need for accepting various types of "self-help" building in any projected housing scheme for Chile. To this end, a study is made of the period between 1964-1984, its housing lack, the policies that were put forward to answer this and the part played by "self-help" housing in doing this. The period covered has been chosen because within it three sharply differentiated types of government, running the gamut of national politics, have been in office. On a basis of this analysis, the assumption of "self-help" building as a part of any future housing policy is put forward as a complementary and non-traditional method of answering this ever present need. The article finishes by underlining that solutions for the problems of low-income groups cannot be found within the possibilities offered by traditional housing mechanisms given the actual state of the question in Chile as a whole and, especially, when any form of subsidized housing is being considered.
