Environmental assessment of municipal urban plans. The case of Trujillo

The goal of this paper is to evaluate the impact of strategic environmental assessment in urban planning. For such purpose, the following items are under study: the general regulatory framework, the administrative procedures in particular, the problems unleashed in the whole of Spain, the linkages with the particular case of the Autonomous Region of Extremadura and, finally, the environmental assessment carried out in the General Plan of Trujillo, as a paradigmatic example that could be extrapolated to the rest of Autonomous Regions. The outcomes of this work show the complexity of the regulation, with continuous changes in validity impacting on the planning process, together with some room for improvement during the implementation phases, expected to be guided by the corresponding competent Public Administration.Downloads
