Metropolization tests the French model of equality of territories

Abstract

Over time, equality of territories has been part of the essence of the organization of local powers and the conception of territorial policies in France. Observing how the French metropolization process is transforming this model –firstly- around the principle of equilibrium at the national level, -secondly- around the principle of redistribution at an intermediate level between the territories, and, finally, around the principle of requalification of metropolitan areas, this paper formulates a general hypothesis. Metropolization could accelerate the process of transformation from the reference principle of territorial equality towards territorial cohesion. In this way, territorial policies in France would gradually come closer to the proposals at European level.
