Urban planning and irregular suburbanization in the Andalusian coast: guidelines and recommendations to promote the urban-territorial integration of irregular settlements

Abstract

The present paper addresses the problems associated to the proliferation —in
the Andalusian coast— of irregular/illegal existing settlements on rustic land, and their
possible integration into the formal/legal urban-territorials models, to be established by
Municipal Urban Master Plans, through the classification of the land as «urban» or
«suitable for development». The article contains data on the urban situation in 74
municipalities, belonging to the different sub-regional units of this territorial domain and
discusses the factors —urban, environmental, and derived from the spatial planning—
regulated in the regional legal framework of the Andalusian Autonomous Community to
support the urban regularization of these settlements. It concludes providing a set of
recommendations, guidelines and criteria for urban management — distillated from the
experience gained in the formulation of the municipal Urban Master Plan of Chiclana de la
Frontera— with the purpose of addressing these territorial pathologies with rationality,
coherence and creativity
